Polish regulator threatens Bolt with multi‑million‑zloty fine over consumer contract terms

The Polish Competition and Consumer Protection Office (UOKiK) has filed charges against Bolt Operations OÜ, the operator of electric scooters and bikes. The regulator identified 22 clauses in Bolt's user agreement that it says breach consumer rights, including provisions that allow the company to alter contract terms unilaterally after account registration, to exempt itself from liability for app failures, and to shift responsibility for equipment defects and third‑party damages onto users.

UOKiK warned that if the allegations are confirmed, Bolt could face a penalty of up to 10 % of its annual turnover and fines of up to 2 million zł for company executives. The office may also ban the contested contract provisions. The case highlights concerns that the “click‑through” terms place most of the risk on consumers while providing the company with extensive flexibility.

Bolt Operations OÜ must respond to the allegations, and any confirmed violations could lead to significant financial penalties and changes to its rental terms in Poland.
