Romanian consumer, food safety and labour enforcement surge

Overview

Romanian authorities intensified consumer protection, food safety, and labour enforcement throughout much of August 2026. In the consumer and food sectors, the National Authority for Consumer Protection (ANPC) conducted seaside inspections between 27 July and 2 August, issuing 232 fines exceeding 1.44 million lei. In the Bâlea Lac area, ANPC issued 54 fines totalling over 300,000 lei for expired food and improper storage. Additionally, ANPC President Csaba Lajos Bekesi reported over 800 fines totalling more than 4.5 million lei issued to hospitality businesses. Further enforcement by the ANPC between 17 and 21 August 2026 resulted in fines exceeding 3.2 million lei. These inspections targeted the food sector, public catering, and a Bucharest logistics center. Violations included the sale of dangerous toys, products lacking mandatory safety markings, and expired or improperly stored food. ANSVSA expanded its oversight through inspections of gas station food units. Between 1 July and 13 July 2026, 240 units were checked, resulting in 31 fines totalling 218,300 lei. Total fines across 685 gas station units have exceeded 477,000 lei, with violations including improper labeling, inadequate temperature monitoring, and lack of sanitary-veterinary approval for items like sandwiches. Nationwide inspections by the ANPC between 24 and 28 August 2026 resulted in 792 fines totalling over 3.5 million lei and 566 warnings. These actions targeted food, non-food sectors, and gas stations, leading to the suspension of 23 operators and the removal of products worth over 110,000 lei. The ANPC also issued a warning regarding ‘shrinkflation’, noting that reducing product quantities without transparently informing consumers can be a violation. Food safety oversight also continued through the National Agency for Food Safety (ANSA) ‘Integrated Controls, Safe Food’ campaign. In September 2026, the ANPC expanded its enforcement with nationwide inspections between 7 and 11 September, targeting over 1,600 economic operators.
