Polish Senate urged to lift immunity of Senator Marcin Zawiła over housing scandal

Prosecutor General Waldemar Żurek filed a request with the Senate to remove the parliamentary immunity of Senator Marcin Zawiła of the Civic Coalition. The request concerns actions taken while Zawiła was mayor of Jelenia Góra, where he allegedly approved the allocation of a municipal apartment to specific individuals without a public tender, allowing a 99 % discount that cost the city roughly 170,000 zł.

The investigation, launched by the Wrocław District Prosecutor’s Office in March 2023, also implicates five city officials and three other persons. An indictment against those individuals was filed in October 2025, and the case will be heard by the regional court in Jelenia Góra. The Senate must follow a procedural vote to decide on lifting Zawiła’s immunity, a step that has previously sparked political debate, notably in the case of former Senate Marshal Tomasz Grodzki.

If the Senate approves the request, Zawiła could face criminal charges for abuse of office and breach of public interest.
