Political tension in Ciudad Juárez over flood infrastructure

Ulises Pacheco, a local leader of the National Action Party (PAN), has questioned the municipal government of Ciudad Juárez regarding its investment in flood prevention infrastructure. Following recent torrential rains that caused street flooding and public complications, Pacheco demanded transparency concerning the funds allocated for storm drainage and pluvial works during the two administrations led by Mayor Cruz Pérez Cuéllar.

Pacheco noted that under the Municipal Code for the State of Chihuahua, the design, execution, supervision, and maintenance of storm drainage are the responsibility of municipal authorities rather than the Municipal Water and Sanitation Board (JMAS). While the municipality previously announced projects for storm management and absorption wells as part of its 2026 public works program, the PAN leader is seeking specific details on the total accumulated investment and its exact application in flood prevention.
