Portugal 2025 Wildfire Response Deemed Insufficient by Independent Commission

An Independent Technical Commission, created under Portugal's Law No. 5/2026, evaluated the rural wildfires of 2025. It concluded that the operational response and territorial management were insufficient to contain the fires despite extreme summer weather. The report recorded 8,256 rural fires that burned 271,587 ha, the fourth‑largest area on record, with the Piódão fire alone consuming more than 65,000 ha, the biggest single fire in Portuguese history.

The commission identified systemic weaknesses, notably a persistently low level of fuel‑management execution and gaps between legislation approved after the 2017 Pedrógão Grande disaster and on‑the‑ground practice. It issued 20 recommendations to the government, including approving a program to implement the National Integrated Fire Management Plan (PNGIFR), strengthening functional specialization between fire‑management and civil‑protection units, integrating prevention and suppression, enhancing the qualification and professionalisation of fire‑fighting personnel, mandating certification for command roles, and improving operational information and record‑keeping. The report warns that without structural reforms, future wildfire mitigation is unlikely to improve.
