Portugal wildfire management challenges

Overview

An Independent Technical Commission created under Portugal’s Law No 5/2026 reviewed the 2025 wildfire season, noting 8,256 rural fires that burned 271,587 ha and highlighting systemic weaknesses in fuel‑management and the gap between legislation and practice. The commission issued 20 reform recommendations, including a National Integrated Fire Management Plan and professionalisation of fire‑fighting personnel.

In early August 2026 a large forest fire ignited in the Cabelo area of Valpaços (Vila Real district) and spread to Mirandela, Vinhais and Macedo de Cavaleiros. At its peak, 528 firefighters, 182 vehicles, two aerial units and later six aircraft were deployed, and the blaze burned roughly 13,800 ha, destroying vineyards, olive groves and almond orchards. The fire entered a resolution phase on 2 August but required continued control due to strong re‑ignitions.

The government announced agricultural aid for producers with more than 30 % crop loss. Agriculture Minister José Manuel Fernandes said co‑financing would range from 50 % to 100 % of verified losses, with a minimum of €10,000 and a maximum of €400,000 per farm. Damage assessments are being compiled by municipal authorities and will be forwarded to the North Regional Coordination and Development Commission for final approval. The aid scheme builds on a 2025 decree‑law but still awaits formal endorsement by the Council of Ministers.
