Portugal claims full execution of Recovery and Resilience Plan

The Portuguese government has announced the full execution of its Recovery and Resilience Plan (PRR) as the deadline expires. Minister of Economy Manuel Castro Almeida stated that all 44 required reforms have been completed, securing over 16 billion euros in grants and approximately 5.5 billion euros in loans. A key achievement highlighted is the completion of 31,700 public housing units, surpassing the original target of 26,000.

In the Azores, the regional government reported a total investment of 918 million euros, exceeding the initial 697 million euro projection. However, the European Commission noted that Denmark remains the only EU member to have fully completed all milestones and received all corresponding funds. The Commission expects Portugal to submit its final payment request by the end of September.

While the government celebrates the completion, the Socialist Party (PS) has called for an urgent parliamentary hearing to investigate the distinction between meeting EU contractual milestones and the actual material and financial execution of investments. Additionally, economic experts and the Bank of Portugal warn that the end of the PRR may lead to a slowdown in investment and economic activity by 2027, necessitating a shift toward self-funded public investment.
