The Ministry of Environment and Energy also completed all 51 assigned targets through investments exceeding 1.8 billion euros, focusing on energy efficiency, water management, and sustainable mobility. The European Commission recognized Portugal as a model for using PRR funds to combat energy poverty.

As the PRR execution period ended in August, municipalities are reporting varying levels of success and facing new financing challenges. Lisbon City Council reported a positive outcome, securing approximately 584 million euros in EU funding for a 905 million euro investment package, with over 80% directed toward housing. To maintain momentum, Lisbon officials are considering the Sustainable 2030 European fund and bank financing. Other municipalities report high execution rates, such as Torres Novas, which achieved 100% execution for its 12 approved operations, and Entroncamento, which is nearing completion on major housing interventions.
