Portugal considers criminalizing speeds of 180 km/h in new Highway Code
Portugal's Minister of Internal Administration, Luís Neves, announced that the new Highway Code is approximately 70% finalized. A key proposal under consideration is the reclassification of driving at speeds of 180 or 200 km/h from a misdemeanor to a criminal offense.
The legislative overhaul is part of a broader effort to reduce road fatalities. Other measures include the reactivation of the GNR Traffic Brigade, increased radar installation, and unannounced STOP operations. The National Road Safety Strategy aims to reduce deaths and serious injuries by 50% by 2030 compared to 2019 levels.
Starting November 1, the government will launch pilot tests in selected locations using software to monitor driver behaviors, such as mobile phone usage and the validity of license plates. Additionally, a unified digital system for processing and collecting traffic fines is expected to be completed by late 2026 or early 2027.
