Portugal establishes University of Leiria and West

A decree‑law (135/2026) published in the Diário da República formalised the creation of the University of Leiria and West (Universidade de Leiria e Oeste, ULO). The new university replaces the Instituto Politécnico de Leiria (IPL), inheriting its rights, obligations, staff and student bodies, and retains the Escola Superior de Saúde de Leiria under a polytechnic regime while adding a new Escola Superior de Técnicos Especializados.

The law sets up an installing commission to be appointed by the Minister of Education, Science and Innovation, which will oversee the transition for up to five years. Officials highlighted the move as a strategic public‑policy decision aimed at strengthening territorial cohesion, expanding university‑level programmes—including doctoral studies—and deepening research and innovation links nationally and internationally.
