Portugal faces multiple EU infringement proceedings

Portugal is facing multiple legal challenges from the European Commission regarding its failure to implement various EU directives. According to the environmental organization Quercus, the country currently has 102 active infringement proceedings in Brussels. Approximately 35% of these cases are related to environmental issues, energy transition, and climate action, including delays in transposing directives on hydrogen, decarbonized gas, and industrial emissions.

In addition to environmental concerns, the European Commission has advanced a second phase of infringement proceedings against Portugal for failing to prevent the accidental capture of protected dolphin species during fishing activities. The Commission noted that Portugal has not established an effective system to monitor or mitigate the impact of these accidental deaths on protected cetaceans.

Furthermore, Portugal is among seven EU member states, including Belgium, Greece, France, Hungary, the Netherlands, and Poland, that have received formal notification for failing to adopt a centralized customs clearance system for imports. This system is intended to harmonize customs rules across the EU and reduce administrative burdens for businesses.
