Portugal faces talent retention and scientific investment challenges

Portugal faces ongoing challenges regarding talent retention and scientific investment. While the country frequently discusses the loss of qualified youth seeking better salaries and career progression abroad, there is a growing trend of professionals seeking non-linear career paths, including transitions into sectors like real estate mediation.

In the scientific sector, private investment has become the primary driver of research and development. In 2024, private entities invested 3,162 million euros, accounting for 63% of total R&D investment. This comes as public investment in science reached a historic low of 0.68% of the state budget. Total R&D investment in Portugal stands at 1.73% of GDP, which remains below the European target of 3%. Challenges persist regarding the relationship between universities and companies, as academic career progression continues to prioritize scientific publications over economic impact.
