Portugal scientific investment and innovation strategy

Overview

Portugal continues to navigate a complex scientific and economic landscape characterized by a heavy reliance on private funding. While the nation seeks to foster innovation through Science and Technology Parks, the public sector’s contribution has hit a historic low of 0.68% of the state budget. As of 2024, private entities have become the primary engine for research and development, contributing 3,162 million euros, which represents 63% of total R&D investment. Despite this private activity, total R&D investment remains at 1.73% of GDP, failing to meet the European target of 3%. Structural challenges regarding human capital persist, as the country struggles with talent retention.

In response, the government is utilizing Science and Technology Parks, through Tecparques, to establish innovation hubs. These hubs aim to integrate new economy sectors with traditional industries, coordinating foreign direct investment with universities and competence centers to shift the national model toward global value creation.

Regional efforts like the Alentejo 2030 program are also deploying significant funding. Beyond supporting SMEs in hiring qualified personnel, the program has introduced the “SIIDE – R&D Nuclei” contest, providing 500,000 euros to support R&D within micro, small, and medium-sized enterprises. Additionally, 300,000 euros from the Just Transition Fund has been allocated for the professional retraining of former workers from the Sines Thermoelectric Power Plant. This initiative supports education and certification in growth sectors such as renewable energy and the blue economy to facilitate the energy transition.

Other regional investments include over 1.09 million euros for modernizing the Hospital Central do Alentejo with advanced medical equipment to address the region’s aging demographic.
