Portugal logistics complaints surge 97.8% in first half of 2026

Consumer complaints regarding mail, transport, and logistics in Portugal surged by 97.8% in the first half of 2026 compared to the previous year, according to a report from Portal da Queixa. The resolution rate for these complaints dropped from 45% to 34%, meaning only about one in three issues is being resolved.

Key issues cited include service failure and delivery delays. Major companies frequently targeted by consumers include Worten, MEO, Galp, NOS, and CTT Expresso.

Under Portuguese law (Decreto-Lei n.º 84/2021), the responsibility for delivery lies with the retailer rather than the transport company. If a specific delivery date is not set, the legal maximum timeframe is 30 days. Consumers have the right to cancel a purchase and demand a full refund if the seller fails to meet agreed deadlines or the 30-day legal limit.
