Portugal receives €2.32 bn EU recovery fund while disbursing €87 m to farmers

The Portuguese government paid €87.1 million in July to more than 170,000 farmers, producers and fishers. Payments, processed through the Institute of Financing of Agriculture and Fisheries (IFAP), included €20 million to offset rising fertilizer costs, €3.8 million for diesel subsidies to about 38,500 beneficiaries, and €10.7 million for farms hit by Storm Kristin. Additional regular and extraordinary supports covered fruit and vegetable sectors, wine, modernisation, young farmer projects and EU‑funded programmes.

The government also announced an advance of €69 million for livestock support in September, comprising €33 million for lactating cows, €25 million for small ruminants and €11 million for cow milk. A further €138 million for Natural Condition Zones will be paid early, benefiting roughly 134,000 farmers.

Separately, Portugal received a €2.32 billion tranche from the European Commission, the ninth instalment of the EU Recovery and Resilience Plan (PRR). The payment brings total EU funds received to about €17.23 billion, or 79 % of the plan’s allocation, and reflects progress on reforms in energy transition, decarbonisation, innovation, skills development and public‑administration modernisation.
