Portugal agriculture funding challenges

Overview

In late July 2026, Portuguese officials warned that a proposed 17.4% cut to EU cohesion and agriculture funds would jeopardise nutrient recycling and increase reliance on imported fertilizers, estimating an annual loss of about €25 million in recoverable nitrogen, phosphorus and potassium.

The government responded with an extraordinary €23.5 million aid package to offset rising fertilizer, fuel, and production costs for approximately 59,400 farmers. This included €20 million for national beneficiaries and €3.5 million earmarked for the autonomous regions of Madeira and the Azores.

On 4 August, dairy cooperatives announced further cuts to farmgate milk prices—€0.015/L on the mainland and up to €0.02/L in the Azores—prompting the Associação dos Produtores de Leite de Portugal to protest. The association cited soaring feed and energy costs, the risk of older farmers abandoning the sector, and a €400 million dairy import deficit, while criticising government aid as insufficient compared to Spain.

By 5 August, the government disclosed that €87.1 million had been paid to more than 170,000 farmers, fishers, and producers, including €20 million for fertilizer, €3.8 million for diesel subsidies, and €10.7 million for farms damaged by Storm Kristin. Additionally, an advance of €69 million for livestock support and €138 million for Natural Condition Zones was announced. Separately, Portugal received a €2.32 billion tranche of the EU Recovery and Resilience Plan.

By the end of August, total payments to farmers and fishermen reached €809 million. However, the National Confederation of Agriculture (CNA) criticised these figures as a “recurring subterfuge,” arguing that much of the increase stems from settling overdue payments from the Rural Development Program 2020 rather than new support, and noting that farmers spent an additional €55 million on diesel alone.
