Portugal Social Security records 4.4 billion euro surplus

Portugal's Social Security system recorded a surplus of 4.4 billion euros during the first seven months of 2026, marking a 37.4% increase compared to the same period in 2025. This represents the highest surplus for this period in the last decade.

The surplus was driven by a 7.3% increase in social contributions and controlled spending. Pension expenses rose by 4.3%, which was lower than the 6.1% originally projected. Additionally, other social benefits grew by 5.8%, falling below the budgeted 12.2%. The employment population increased by 2.9%, while average monthly remuneration saw a nominal growth of 5.1%.

Despite these positive figures, structural challenges remain regarding the long-term sustainability of the system. Issues such as an aging population, low birth rates, youth emigration, and low wages continue to threaten the intergenerational pact that underpins the social security model.
