Overview

The sustainability of Portugal’s social security and pension systems has come under scrutiny due to conflicting financial indicators. A government-appointed working group warned that reported surpluses are an “illusion” because they fail to account for the liabilities of the Caixa Geral de Aposentações (CGA). When combining Social Security with the CGA, experts project a combined deficit of approximately 1.9 billion euros by the end of 2025.

As of June 2026, the number of beneficiaries reached a record high of approximately 245,500. This increase is driven by higher reference values and revised eligibility criteria, such as no longer factoring in the income of children when evaluating benefits.
