Portugal targets reduction in lightweight plastic bag consumption

The Portuguese government is working toward measures to reduce the consumption of lightweight transparent plastic bags, with potential effects starting in early 2025. While the previous goal was to eliminate these bags by January 1, 2027, the Ministry of Environment has adopted a more flexible approach, stating the objective is to “reduce significantly the use of these bags and promote more sustainable alternatives.”

Government officials are collaborating with industry, distribution sectors, and consumer representatives to identify viable solutions that align with European regulatory frameworks. Exceptions may be made for strictly necessary uses, such as hygiene or packaging wet bulk foods like raw meat, fish, or dairy products.

In response to new European packaging regulations, industry groups have expressed concerns regarding implementation. The Portuguese Association of the Graphic, Packaging and Digital Communication Industries (Apigraf) described the rollout of the Packaging and Packaging Waste Regulation (PPWR) as “precipitated and confusing,” noting a lack of concrete definitions for compliance. Similarly, the Portuguese Plastic Industry Association (APIP) emphasized that while the sector is committed to circularity and sustainability, the transition must be accompanied by technical and economic conditions that avoid disproportionate administrative costs and preserve industrial competitiveness.
