Portugal to pay €3 per product category on low‑value Chinese online orders from July 2026

From 1 July 2026 the European Union ends the duty exemption for parcels under €150 coming from non‑EU countries. In Portugal this means a fixed €3 fee for each product category in shipments from Shein, Temu and AliExpress, in addition to existing taxes. The fee is applied per category – for example, a cart containing clothing, phone accessories and home‑decor items would incur three separate €3 charges.

The measure targets the roughly 4.6 billion low‑value parcels processed in the EU in 2024, about 91 % of which originated in China, and aims to curb perceived unfair competition. Portuguese officials estimate the new charges could total up to €270 million a year for consumers. The policy is temporary, set to run until 1 July 2028 and may be extended as part of a broader customs‑data reform. The EU has also recently fined Temu for selling hazardous goods.
