Portugal's economic transformation via the Recovery and Resilience Plan

The Recovery and Resilience Plan (PRR) represents one of the largest public investment programs ever provided by the European Union to Portugal. While the program has facilitated significant investments in sectors such as health, housing, education, energy efficiency, and science, questions remain regarding its ability to drive structural economic transformation.

Although many municipalities, universities, and companies have successfully implemented projects through this instrument, there is debate over whether the funds have altered Portugal's fundamental growth model. Critics suggest that the initial design, prepared under the previous government led by António Costa, often prioritized the distribution of funds over more ambitious bets on transforming the national economic model.

Portugal continues to face persistent challenges, including productivity levels below the European average, difficulties in retaining talent, excessive bureaucracy, and limited business innovation capacity.
