Luís Neves blocked from parliamentary hearing amid transparency probe
Luís Neves, Portugal's minister of Internal Administration and former director of the Polícia Judiciária (PJ), is at the centre of a political controversy. The Entidade para a Transparência (EpT) says the PJ never informed the agency of his 2024 reconduction as director, and that Neves was notified in May 2025 of his failure to declare income. Neves claims he never received any such notification.
A contractor, João Santos Carvalho, admitted storing a trailer and chemical barrels seized by the PJ at Neves's property without any official paperwork and later converting a fuel tank on the site into a swimming pool while the minister was away. The Tribunal Constitucional censured Neves and his aides for not submitting the required income declarations.
Parliamentary attempts to hear Neves have been rejected twice by the PSD and CDS parties, preventing a formal inquiry. Prime Minister Luís Montenegro said Neves is available for parliamentary scrutiny but that the Assembly has not agreed on a method for the hearing. Opposition leader André Ventura criticised the blockage and called for presidential intervention. The dispute highlights concerns over transparency, parliamentary oversight, and potential conflicts of interest within Portugal's security institutions.
