Portugal security upgrades persist amid Neves probe

Overview

Municipal security upgrades that began in mid‑June 2026 have continued, with Interior Minister Luís Neves ordering extra GNR deployments and new CCTV in the Algarve while urging broader police powers. An inquiry opened on 15 July into renovation work on Neves’s São Teotónio property uncovered dubious invoices and links to contractor Construbarcelos, whose owner João Carvalho had received numerous state contracts without competition. On 22 July the Prosecutor‑General’s Office launched a parallel probe after a seized semi‑trailer attached to a Construbarcelos truck was found with thousands of litres of acetone that could be used for drug manufacturing; the DIAG now leads that investigation. Neves held a press conference on 28 July denying any “minimum reason” to be made an arguido in the trailer case, defending the transport as a cost‑saving measure and addressing accusations including a €5,000 cash payment and an earlier asset‑declaration lapse. The same day a fire severely damaged the PSP police station in the Azores, prompting PS, PCP and BE to demand explanations in the Assembly and a PSP‑officers’ union to allege systemic abuse of permanent availability. On 30 July the independent transparency body EpT reported that Neves and four deputy directors failed to submit mandatory asset‑declaration filings after his 2024 reconduction as PJ director, a breach that could lead to loss of mandate or dismissal. The Tribunal Constitucional censured Neves for the same omissions, noting no declarations exist for his 2018, 2021 and 2024 PJ terms. Later that month parliamentary attempts to hear Neves were blocked by the PSD and CDS, preventing a formal inquiry. The EpT said the PJ never informed it of Neves’s 2024 reconduction and that he was notified in May 2025 of his failure to declare income, a notice he claims never reached him.
