Portugal's Socialist Party readies governing plan amid shifting opposition support

Socialist Party Secretary‑General José Luís Carneiro said the PS is constructing a credible, financially sound alternative ready to assume executive duties at any time. He highlighted priorities such as safeguarding constitutional values, securing pension systems and ensuring continuity of projects funded by the Recovery and Resilience Plan.

A GfK Metris poll conducted in July found that 44% of Portuguese respondents want the government to negotiate simultaneously with the two main opposition parties, the Socialist Party and Chega, while 54% favour alternating dialogue depending on the issue. The survey showed the PS is viewed as a credible governing option by 38% of those asked, compared with 60% who doubt Chega could form a government.

The findings reflect a growing debate over how the ruling coalition should engage with opposition forces as the 2027 State Budget discussion approaches.
