Portugal's University of Leiria and West to Offer Higher Education to Young Prisoners

The newly formed University of Leiria and West (ULO) and Portugal's Ministry of Justice are developing a project that would allow eligible young detainees to enrol in higher‑education programmes. Presented by ULO pro‑president Agostinho Silva, the initiative—branded “Inclusion through Science”—aims to create a unique European‑scale pathway whereby prisoners whose sentences permit can be transferred to the university environment and study at any level for which they have the qualifications.

The plan is part of ULO's Transformation Agenda, which also foresees the expansion of its ecosystem through three new Communities of Knowledge and Innovation focusing on nature, sport, bioeconomy, biotechnology and biomedicine. The university hopes the scheme will extend social inclusion, improve post‑sentence employment prospects and set a precedent for prison‑education integration across Europe.
