Portuguese Confederation of Volunteering debates legal updates at Parliament

The Portuguese Confederation of Volunteering (CPV) is hosting a debate at the Assembly of the Republic to discuss the future legal framework for volunteering in Portugal. The initiative aims to prompt a reflection on the sector's evolution since the current framework law was published 27 years ago, seeking an urgent update to the national legislation to meet modern challenges.

A central point of contention in the debate is how to recognize emerging forms of civic participation and community initiatives that have gained prominence since the COVID-19 pandemic. There is a lack of consensus regarding whether these informal community actions should be legally equated to established volunteering organizations. Proponents argue that expanding the legal definition would provide a basic framework for emerging initiatives, while others express concern about making the legal concept of volunteering too fluid by including actions outside of formally registered organizations.

The meeting also serves to highlight the importance of the sector ahead of 2026, which is designated as the International Year of Volunteers. The CPV seeks to accelerate the legislative review process and draw attention to the need for increased investment and recognition of the impact volunteering has on communities.
