Portuguese legislative reforms for youth and volunteering

The Portuguese government has introduced a legislative proposal to establish a new legal regime for youth associations, intended to replace Law No. 23/2006. The proposed framework seeks to modernize rules for registration, oversight, and public support, specifically restructuring the financing model to prioritize project quality, local impact, and effective activity execution. Under this proposal, partisan or union-based youth organizations would be restricted to non-financial support.

In parallel, discussions regarding the broader legal framework for volunteering have emerged at the Assembly of the Republic. Led by the Portuguese Confederation of Volunteering (CPV), these debates focus on updating national legislation that has remained largely unchanged for 27 years. A primary point of contention involves whether to legally recognize informal community initiatives and emerging forms of civic participation that arose following the COVID-19 pandemic, weighing the benefits of expanded definitions against concerns regarding the fluidity of the legal concept of volunteering.
