Portuguese manufacturers seek clarity on new EU packaging rules

Portuguese plastic and paper manufacturers are calling for greater predictability following the implementation of the European Union’s Packaging and Packaging Waste Regulation (PPWR). While industry representatives support the environmental sustainability principles of the new rules, they have warned that the regulation was introduced in a “precipitated and confusing” manner.

Teresa Borba, Director-General of the Portuguese Association of Graphic, Packaging and Digital Communication Printing (Apigraf), noted that while the legislative intent to promote environmental, economic, and social sustainability is correct, the current definitions lack the concrete clarity needed for effective compliance.

Similarly, the Portuguese Plastic Industry Association (APIP) expressed commitment to circularity and resource efficiency but emphasized the need for a simple and coherent application. Industry leaders warned that the transition must be supported by technical and economic conditions to avoid disproportionate administrative costs and duplicate processes that could undermine European industrial competitiveness.
