Portuguese ports Sines and Setúbal to invest 1.3 billion euros by 2027
The Ports of Sines and Setúbal are projected to invest approximately 1.3 billion euros by 2027. In Sines, 700 million euros is earmarked for developments, with a focus on container movement. Setúbal expects nearly 600 million euros in investment, including the expansion of its ro-ro park to double vehicle throughput from 350,000 to 700,000 units annually, and the expansion of the Sapec terminal to accommodate various bulk carriers.
Additionally, efforts are underway to enhance Lisnave, including the construction of a workshop to convert fuel engines to natural gas and methanol, and expanding its capacity for military vessel maintenance and drone launch capabilities.
However, Banco de Portugal has raised concerns regarding Portugal's increasing reliance on foreign goods for domestic investment. The bank noted that the imported content of gross fixed capital formation reached 39.9% in 2025, up from 32.9% in 2015. A notable example is the investment in the Sines data center, which is estimated to have an imported content of nearly 100%, highlighting a significant external dependency in the nation's investment landscape.
