Portuguese port infrastructure investment

Infrastructure investment in Portuguese ports has progressed from localized upgrades to large-scale regional developments. In September 2026, Porto de Setúbal initiated a 384,130 euro project to requalify floating walkways at the Doca de Pesca, utilizing reinforced marine concrete and Nordic pine fenders to improve safety and operational efficiency.

By October 2026, the scope of investment expanded significantly, with the ports of Sines and Setúbal projected to invest approximately 1.3 billion euros by 2027. In Sines, 700 million euros is designated for container movement developments. Setúbal’s nearly 600 million euro investment includes doubling its ro-ro park vehicle throughput and expanding the Sapec terminal for bulk carriers. Further enhancements are planned for Lisnave, focusing on engine conversion workshops and expanded capacity for military vessel maintenance and drone launch capabilities.

Amid these developments, Banco de Portugal has expressed concerns regarding a growing reliance on foreign goods for domestic investment, noting that the imported content of gross fixed capital formation rose to 39.9% in 2025.
