Potosí cement factory dispute leads to threats of civic strikes

The manager of SEDEM, Roberto Justiniano, has announced plans to request the Attorney General to investigate ECEBOL following reports of an alleged $17 million economic loss. Justiniano noted that several complaints were rejected despite submitted documentation and reported that ECEBOL ended 2025 with a negative result of 56 million Bolivianos.

In Potosí, the Comcipo civic committee is considering a strike against the government if regional demands are not met. Key demands include the operation of a cement factory, the construction of a zinc plant, and the development of an airport. The dispute regarding the cement factory dates back to 2015, when authorities argued the project was unfeasible due to water scarcity.

Meanwhile, technical reports indicate that the Oruro plant has resumed clinker production, with efforts underway to exceed 50% of its production capacity.
