On 4 August, more than a thousand residents marched through Pozzuoli, occupied the main dock and blocked the port to demand evacuation plans, safe housing and restoration of water and electricity services. The protest remained peaceful but highlighted the perceived delay of national and local authorities.

The Italian cabinet approved a decree that raises public reconstruction aid for damaged homes to 70 % of costs, extends the deadline for autonomous‑settlement (CAS) contributions and simplifies applications for condominium owners. The regional government also earmarked one million euros for immediate emergency response.

Separately, the INGV recorded unrelated seismic events on the same day: a magnitude‑4.3 quake in the Pisa area at 10:15 and a magnitude‑3.5 tremor near Celico (Cosenza‑Rende) around 15:00. INGV seismologist Carlo Meletti confirmed that these events are not linked to the Campi Flegrei shock.
