Premier League implements stricter refereeing for set-pieces

The Premier League has introduced new instructions for referees to address physical misconduct during set-pieces. Following concerns regarding excessive holding, pushing, and grappling in the penalty area, officials are being directed to be stricter and more proactive in penalizing non-footballing actions.

While the fundamental laws of the game remain unchanged, the focus has shifted toward player behavior. Referees in the Premier League, the English Football League, and the Women's Super League will now prioritize 'holding actions that have clear material impact.' This includes penalizing players who focus solely on an opponent rather than the ball, make no attempt to challenge for the ball, or use both arms to hold an opponent.

The move follows a season where many potential fouls went unpunished, including instances where players were wrestled to the ground off the ball. Officials will specifically look for sustained or impactful holding of an opponent or their clothing to ensure the passage of play is not unfairly obstructed.
