Premier League officiating and transparency updates
Overview
The Premier League is implementing new measures to improve officiating transparency and address player conduct. To increase clarity regarding refereeing and Video Assistant Referee (VAR) decisions, the league will make full judgments from the Key Match Incidents (KMI) Panel public. It will also publish direct quotes and rationales from officials on its digital platforms to explain the thought processes behind controversial decisions.
Further transparency measures include the expanded use of RefCam technology to feature audio of conversations between referees and players in select matches, though communications between referees and the VAR system remain restricted by IFAB regulations.
In addition to transparency efforts, officials are receiving new instructions to address physical misconduct during set-pieces. Referees are being directed to be more proactive in penalizing non-footballing actions, such as excessive holding, pushing, or grappling in the penalty area. The focus is on penalizing ‘holding actions that have clear material impact’ to ensure play is not unfairly obstructed.
