U.S. President Donald Trump signed an executive order that creates a voluntary framework for artificial‑intelligence developers to provide the federal government with up to 30 days of pre‑release access to their most powerful “frontier” models. Companies such as OpenAI, Google and Anthropic are named as likely participants, but the order does not compel them to comply. The National Security Agency will establish a classified benchmarking system within 60 days to determine which models qualify, while the Treasury Department must launch an AI cybersecurity clearinghouse and the Cybersecurity and Infrastructure Security Agency must issue directives to protect critical‑infrastructure operators.

The order aims to let the government assess national‑security and cybersecurity risks before models go public, and it authorises the Attorney General to prioritize prosecution of AI‑enabled fraud. Industry leaders have welcomed the compromise; OpenAI chief Sam Altman said the measure “gets the balance right.” Critics argue the voluntary approach may limit effectiveness and could slow U.S. competitiveness in the AI race with China.
