Romania’s Parliament approved amendments to the decarbonisation law that make the gradual shutdown of lignite and hard‑coal power plants possible only after new low‑carbon generating capacity is installed, connected and commercially operational. Critics, including Minister Dragoș Pîslaru, say the change breaches Milestone 114 of the National Recovery and Resilience Plan (PNRR) and could trigger penalties of up to €1.8 billion and the loss of billions of euros of EU funding.

President Nicușor Dan warned he would use his constitutional powers, including a request for parliamentary re‑examination, to protect the remaining PNRR payments if the law is promulgated in its current form. The European Commission said it is monitoring the amendment and will assess whether it reverses the fulfilment of Milestone 114.

The amendment was backed by the Social Democratic Party (PSD) and its ally AUR in the Senate vote. Opposition parties, NGOs and some PSD deputies have accused the change of endangering Romania’s access to EU recovery funds. In parallel, PSD Gorj parliamentarians have asked the Ministry of Energy to study the possibility of restarting coal groups at the Oltenia Energy Complex, citing energy‑security concerns. Commentators note that Romania has closed coal plants on paper while the promised replacement gas facilities remain unbuilt.
