At the 26th Shanghai Cooperation Organisation (SCO) summit in Bishkek, Kyrgyzstan, Iranian President Masoud Pezeshkian and Russian President Vladimir Putin met to discuss bilateral relations and the ongoing conflict with the United States. Pezeshkian expressed a willingness to return to the June memorandum of understanding if the U.S. fulfills its commitments, stating that Iran is not seeking war but will respond to aggression.

President Putin reaffirmed Russia's solidarity with the Iranian people and confirmed that Moscow is providing necessary goods to assist Tehran during the current conflict. Both leaders emphasized the strategic nature of the Russia-Iran partnership, which was formalized in a comprehensive strategic partnership treaty. They noted their shared opposition to U.S. unilateralism and sanctions.

Iranian Foreign Minister Abbas Araghchi also participated in the summit, emphasizing that the U.S. must return to the commitments made under the Islamabad memorandum to resolve the current situation. The discussions occurred against a backdrop of renewed hostilities in the Strait of Hormuz and the ongoing conflict that began in February following strikes that killed Iran's former Supreme Leader, Ayatollah Ali Khamenei.
