Key measures include an ordered forensic audit of the Hajj Fund Management Agency (BPKH) to ensure financial transparency and prevent 'financial engineering.' The President has also directed authorities to eradicate cartels and mafias within the pilgrimage ecosystem.

Regarding logistics, the Ministry of Hajj and Umrah has implemented a data validation process that identified 400,000 invalid entries among 5.7 million registered pilgrims. This cleanup has resulted in a recalculated factual average Hajj waiting time of 14 years, down from previous administrative estimates of 26 to 49 years.

To protect pilgrims from fraud, the Ministry has set a minimum Umrah package price of Rp 27 million, applicable to both travel agencies and independent pilgrims. This comes amid rising concerns over scams, with 189 reports of fraud and embezzlement recorded through September 2026. Additionally, officials warned that rising aviation fuel (avtur) prices could potentially increase Hajj implementation costs for 2027.
