Overview

The Indonesian Ministry of Hajj and Umrah is expanding its administrative and enforcement measures to improve pilgrimage management and personnel quality. In preparation for the 1448 H/2027 M season, the Ministry has launched several recruitment initiatives. On August 20, 2026, registration opened for Hajj Organizers (PPIH) health personnel, including doctors, nurses, pharmacists, and laboratory experts. Additionally, the Ministry opened registration for general PPIH roles from August 25 to August 31, 2026, covering religious guidance, catering, transportation, and specialized services. Director General Puji Raharjo emphasized that officers must demonstrate high integrity as they “serve as the face of the state to the pilgrims.” By early September 2026, the recruitment process for Hajj organizers has entered the testing phase. Due to a high volume of approximately 75,000 applicants, the Ministry has divided the Computer Assisted Test (CAT) into two waves to ensure thorough verification. In Jakarta, 174 candidates participated in testing at the National Civil Service Agency (BKN) office, with officials noting that approximately 30,000 more candidates are expected to undergo testing in the near future. In West Sumatra, 29 candidates proceeded to the CAT after passing administrative verification, with most testing in Padang and one in Pekanbaru. Simultaneously, preparations have expanded to include pilgrim readiness. In Pandeglang, hundreds of prospective pilgrims have begun mandatory medical check-ups to meet ‘istitaah’ requirements, which evaluate physical, mental, financial, and security readiness. While the recruitment drive is massive, the Ministry expects to accept fewer than 1,000 candidates for organizer positions due to limited quotas. Further administrative reforms have been introduced to improve governance. The Ministry has abolished the ‘lunas tunda ganti’ mechanism within special Hajj services to prevent the manipulation of pilgrimage queues.
