Presidential Amnesty Programme shifts focus to human capital in Niger Delta

The Presidential Amnesty Programme (PAP) is undergoing a strategic shift toward human capital development in the Niger Delta. Under the leadership of Administrator Dr. Dennis Brutu Otuaro, the agency has transitioned from a stipend-based intervention to a platform focused on education, professional training, and economic empowerment.

Key developments include the expansion of the PAP scholarship scheme. For the 2025/2026 academic session, 4,500 students were deployed to universities across Nigeria, with approximately 200 beneficiaries receiving overseas postgraduate opportunities. The programme has also expanded into specialized sectors, including aviation and maritime services, providing training for aircraft maintenance engineers and cadet pilots.

In response to discussions regarding scholarship limitations, Ibena Rufus Salvation, National Chairman of PAP Phase Two, advised beneficiaries to distinguish between educational support and comprehensive financial sponsorship. He emphasized that scholarships are primarily intended to cover school fees rather than personal expenses like accommodation or feeding, urging students to appreciate the philanthropic nature of the assistance provided.
