In August 2026, the Nigerian federal government launched two major initiatives to enhance human capital and academic excellence. Simultaneously, the Presidential Amnesty Programme (PAP) has undergone a strategic shift under Administrator Dr. Dennis Brutu Otuaro, moving from stipend-based interventions toward education and professional training. For the 2025/2026 academic session, the scholarship scheme deployed 4,500 students to Nigerian universities, with approximately 200 beneficiaries receiving overseas postgraduate opportunities. The programme has also expanded into specialized vocational sectors, such as aviation, to train aircraft maintenance engineers and cadet pilots. Addressing concerns over scholarship limitations, Ibena Rufus Salvation, National Chairman of PAP Phase Two, clarified that the assistance is primarily intended to cover school fees rather than personal expenses like accommodation or feeding, describing the support as philanthropic in nature.
