The European Commission has proposed a seven-year budget for the period 2028–2034, totaling nearly 2 trillion euros. This proposal aims to fund key areas including competitiveness, defense, security, regional development, agriculture, and migration.

However, the proposal has met significant resistance from several EU member states. A group of six countries—Germany, the Netherlands, Sweden, Denmark, Austria, and Finland—has formally requested a substantial reduction in the budget. These nations, which together finance nearly 40% of the total EU contributions, argue that the proposed amount is unrealistic from both economic and political perspectives. They noted that the nominal value is approximately 60% higher than the current budget and expressed concerns regarding the sustainability of EU debt.

To fund the budget, the Commission is exploring new revenue sources, such as taxes on electronic cigarettes, crypto-assets, and a proposed digital tax. The digital tax proposal, which includes increasing the rate from 3% to 5%, could potentially generate up to 25.2 billion euros annually. Meanwhile, the Commission is also considering gradual market access and research program participation for candidate countries to foster economic convergence.
