Public Procurement Service finds oversight failures in Rudninkai road construction
The Public Procurement Service (VPT) has reported significant oversight failures by the Infrastructure Management Agency (IVA) regarding the construction of a road leading to the Rudninkai military training area. An investigation revealed that the IVA failed to properly monitor the contractor, Fegda, which produced defective work and used concrete with different properties than those specified in the project.
According to the VPT, the IVA did not ensure that the project supervisor visited the site with the required frequency and failed to identify various violations, such as late submission of cost documents and missing insurance papers. Furthermore, the agency did not apply contractual penalties to Fegda despite the contractor's failure to rectify defects within agreed timelines. The VPT has instructed the IVA to enforce contractual responsibilities against Fegda, including potential inclusion on the unreliable supplier list, and is considering administrative liability for agency representatives.
Additionally, the investigation noted that while the Lithuanian military paid for the road's expert assessment, the IVA did not demand compensation from Fegda as stipulated in the contract.
