Rudninkai military training area road construction issues

The construction company Fegda received approval to repair and reinforce a 4.35 km access road leading to the Rudninkai military training area in Lithuania. The project, coordinated with the Ministry of National Defence and the Lithuanian Armed Forces, aims to meet technical requirements for the Lithuanian and allied militaries, specifically supporting the German brigade stationed at the site. Fegda agreed to conduct the repairs at its own expense following quality issues with a reinforced concrete road laid in 2023.

However, the Public Procurement Service (VPT) later reported significant oversight failures by the Infrastructure Management Agency (IVA) regarding this construction. An investigation found that the IVA failed to properly monitor Fegda, which produced defective work and used concrete that did not meet project specifications. The VPT noted that the IVA did not ensure sufficient site visits by project supervisors, failed to identify various contractual violations, and did not apply penalties despite the contractor’s failure to rectify defects. The VPT has instructed the IVA to enforce contractual responsibilities and is considering administrative liability for agency representatives.
