Public Utilities Regulatory Commission inaugurates new head office in Accra

The Public Utilities Regulatory Commission (PURC) has inaugurated a new head office complex in Accra, Ghana. The facility is intended to strengthen regulatory oversight, improve consumer services, and ensure the financial viability of utility companies in the electricity, water, and natural gas sectors.

Dr. John Abdulai Jinapor, Minister of Energy and Green Transition, stated that the new office symbolizes stronger consumer protection. He urged the Commission to intensify scrutiny of the commercial performance of utilities, specifically highlighting the Electricity Company of Ghana (ECG) as a critical link to the energy sector's financial sustainability. The Minister also noted that the government has cleared approximately $1.47 billion in legacy energy sector debt.

PURC Executive Secretary Dr. Shafic Suleman noted that the project was fully financed by the Commission through improved cash flow in the power sector, facilitated by the Cash Waterfall Mechanism. Dr. Jinapor reported that monthly declarations under this mechanism have increased from approximately GH¢6 billion prior to 2025 to nearly GH¢15 billion, allowing most Independent Power Producers (IPPs) to receive nearly 100% of their invoice payments.
