Ghana utility regulation and energy sector stability

Overview

The Public Utilities Regulatory Commission (PURC) in Ghana has taken steps to strengthen its oversight and the stability of the national energy sector. The Commission inaugurated a new head office in Accra, a project funded through improved cash flow in the power sector via the Cash Waterfall Mechanism. The Minister of Energy and Green Transition, Dr. John Abdulai Jinapor, noted that monthly declarations under this mechanism have risen significantly, helping Independent Power Producers receive nearly 100% of invoice payments.

Following this, the PURC has called for increased reinvestment in the Ghana National Gas Company to ensure long-term power sector stability. Regulators emphasized that upgrading gas supply infrastructure is essential for thermal power plants. In response, Ghana Gas management indicated plans to reinvest profits into efficiency and reliability, including the construction of a third compressor unit to provide operational redundancy.
