Puebla Congress commission approves reforms to handover processes
The Control, Vigilance, and Evaluation Commission of the State Auditor's Office in Puebla has approved a draft decree to reform the laws governing handover-reception procedures across public powers, municipalities, and autonomous bodies in the state.
The reform aims to standardize a 15-day period for instances where incoming public servants or their designees refuse to receive resources assigned by outgoing officials. This refusal must be formally recorded in the handover-reception act. Additionally, the reform updates guidelines for the content of these acts, which will be issued and updated by the Internal Control Bodies of each public entity. For the Executive Branch, the Secretariat of Anti-Corruption and Good Government will be responsible for issuing institutional handover guidelines.
The commission also approved an agreement urging the State Auditor's Office to collaborate with municipalities to implement permanent training programs regarding public sector acquisitions, leases, and services to prevent administrative liabilities.
