Puebla administrative and constitutional reforms

The state government of Puebla is implementing administrative and legislative reforms aimed at improving public services and governance.

In the transport sector, the administration has introduced a new model for public transportation concessions designed to “eliminate discretion and political influence.” According to Governor Alejandro Armenta Mier, concessions are now granted through technical diagnostics and collegiate reviews involving universities and business organizations. This initiative includes a significant fleet renewal program, with the state reporting the replacement of over 20,000 units to prioritize service quality.

Concurrently, the Puebla State Congress has approved various constitutional reforms at both the state and federal levels. These legislative changes address issues such as sovereignty, extortion, feminicide, and the ratification of National Guard ranks. State-level measures focus on protecting children from violence, ensuring access to public information, prohibiting direct nepotism in candidacies, and incorporating climate change adaptation into the legal framework.

Expanding on these legislative efforts, Deputy José Miguel Trujillo de Ita has proposed new initiatives to strengthen fiscal oversight and accountability. These proposals include reforming the State Constitution to recognize the Auditoría Superior del Estado as a technical body with the authority to investigate administrative faults and review fiscal exercises. Further measures aim to harmonize local laws regarding public debt, budget expenditure, and acquisitions with federal standards. Specifically, reforms to the Law of Acquisitions, Leases, and Services seek to mandate market research to prevent the “dilution of public funds through complex subcontracting schemes.”
