Puebla deputy proposes reforms to strengthen fiscal oversight

Deputy José Miguel Trujillo de Ita has presented a series of legislative initiatives in Puebla aimed at strengthening fiscal oversight and accountability. The proposals seek to harmonize local legislation with national standards and reinforce transparency regarding the use of public resources.

Key components of the initiatives include reforming the State Constitution to recognize the Auditoría Superior del Estado as a technical body. This would grant it the authority to investigate administrative faults and review current fiscal exercises upon complaint, as well as coordinate with the Auditoría Superior de la Federación to oversee federal resources.

Additionally, the proposals include reforms to the Budget and Public Expenditure Law and the Public Debt Law to ensure local provisions do not contradict federal law. Other measures target the Law of Acquisitions, Leases, and Services to expand its scope to all public entities and mandate market research to prevent the dilution of public funds through complex subcontracting schemes. Finally, the initiatives seek to update the Law of Responsibilities of Public Servants to align with the General Law of Responsibilities.
