Puebla education ministry bans hazing and addresses school disputes
The Puebla Secretariat of Public Education (SEP) has reaffirmed a strict prohibition on hazing and initiation rituals within the state’s teacher training schools. Under the direction of Secretary Mario Delgado Carrillo, the agency stated that the period preceding the school year must be dedicated solely to teacher planning and preparation.
The SEP emphasized that any form of physical or psychological violence, discrimination, humiliation, or coercion by student organizations or external groups is prohibited. The department noted it will report any violations to the appropriate authorities, including the State Human Rights Commission.
In a related development, the SEP, led by Secretary Manuel Viveros Narciso, addressed a failed mediation attempt at the Carmen Serdán Rural Normal School in Teteles de Ávila Castillo on August 27, 2025. While students alleged the government refused to engage in dialogue, the SEP maintained that negotiations were disrupted by aggressive, unauthorized individuals not affiliated with the official student council.
